MPRP grants permanent residence in Malta with the right to live in Malta and travel within the Schengen Area for up to 90 days in any 180-day period. MPRP is not citizenship and does not grant a Maltese passport. Citizenship-by-investment is no longer available in Malta (see top-of-page notice).

Family Inclusion
Under MPRP, the main applicant may include the following family members in the same application:
- Spouse of the main applicant.
- Children under 26 who are unmarried and financially dependent on the main applicant.
- Parents or grandparents aged 55+ who are financially dependent on the main applicant.
- Children with disabilities regardless of age, subject to dependency assessment.
Dependency, age limits and supporting documentation requirements are set by Aġenzija Komunità Malta and may change. Always verify against current guidelines before filing.
What MPRP Is Not
- MPRP is not citizenship. It does not grant a Maltese passport.
- MPRP does not, by itself, grant the right to work anywhere in the EU. Work in Malta requires a separate employment authorisation; the MPRP residence does not confer free movement of workers within the EU.
- MPRP does not place the applicant on a guaranteed path to citizenship. Naturalisation in Malta follows the ordinary rules of the Maltese Citizenship Act.
- The discontinued Maltese citizenship-by-investment programme (MEIN / MIIP) is no longer available following the 29 April 2025 ECJ ruling.
